The Michigan Department of Health and Human Services (MDHHS) notified the Kent County Health Department (KCHD) over the weekend that the COVID-19 variant known as SARS-CoV-2 B.1.1.7 — originally identified in the United Kingdom (U.K.) — has been confirmed in an unidentified Kent County resident.
According to a KCHD statement on Feb. 7, the variant “is concerning because it is associated with increased transmissibility.”
Compared to the original virus, the B.1.1.7 variant is approximately 50 percent more transmissible, leading to faster spread of the virus and potentially increasing numbers of cases, hospitalizations, and deaths, according to the KCHD statement.
“Fundamentally this is a race for the coverage of our population; a race that pits vaccination efforts against the transmission of infections,” Dr. Adam London, KCHD director, said in supplied material. “While we work to minimize the impact of COVID-19 infections, the B.1.1.7 variant is giving the virus increased velocity.”
The presence of the quick spreading variant in Kent County illustrates the importance of preventing the spreading COVID-19, according to the county, with proper mask usage, social distancing and practicing good hand hygiene continuing to be the most effective measures in combating the spread of the disease.
The KCHD is also encouraging residents to limit their interactions with people who live outside of their own households.
The KCHD is encouraging testing of individuals who have traveled out of Michigan in last 14 days, especially to areas in which the new variants are widely circulating.
The SARS-CoV-2 B.1.1.7 variant is thought to have emerged in the United Kingdom and has since been detected in many countries and states. The MDHHS has identified 30 cases of the B.1.1.7 variant in Michigan.
While most of these cases have been found in the southeast portion of the state, the recent confirmation of a case in Kalamazoo and now in Kent counties illustrates the “fast-moving nature of the variant,” according to the KCHD statement.

The Michigan Department of Health and Human Services (MDHHS) announced last week that “to help families affected by the COVID-19 pandemic” more than 1.2 million people in Michigan who are eligible for food assistance benefits will receive an additional 15 percent payment to their monthly amount by the end of January.
The temporary increase in Supplemental Nutrition Assistance Program (SNAP) benefits is for six months, ending in June.
Gov. Gretchen Whitmer and the MDHHS advocated for the increase in the federal benefit and it was recently passed as part of a recent congressional relief bill with the effort led by U.S. Sen. Debbie Stabenow (D-Mich), according the MDHHS statement.
“No Michigander should worry about how they’ll put food on the table for themselves and their family, especially during a pandemic,” Gov. Whitmer said in supplied material. “COVID-19 is still a very real threat to our state, and we must continue providing crucial support to families that need it most.”
Michigan food assistance recipients will see the increase added to their Bridge Cards by the end of January that are in addition to benefits they received earlier in the month. Food assistance increases by $102 per month for a household of four, which will now receive $782 per month.
Whitmer and MDHHS also are announcing continuation of an initiative that provides additional food assistance to 350,000 Michigan families as a response to the pandemic.
Through the initiative, anyone receiving food assistance who doesn’t already qualify for the maximum monthly benefits will see their payment raised to the maximum monthly amount for their household size. Eligible clients will see these additional food assistance benefits on their Bridge Card by Jan. 30, with payments beginning for some households on Jan. 20.
Eligible families do not need to re-apply to receive the additional benefits. People who receive food assistance can check their benefits balance on their Michigan Bridge Card by going online to michigan.gov/MIBridges or by calling a customer service representative toll-free at 888-678-8914. They can ask questions about the additional benefits by calling or emailing their caseworker.
Customer service is available 24 hours a day, 7 days a week. Spanish and Arabic service is available. If you are deaf, deaf-blind, or hard of hearing or speech-impaired, call the Michigan Relay Center at 7-1-1.
The Michigan Department of Health and Human Services (MDHHS) announced today, Jan. 16, the first confirmed case of the new COVID-19 variant, “B.1.1.7.”, in an adult female living in Washtenaw County and identified by the MDHHS Bureau of Laboratories.
According to the MDHHS statement, the person recently traveled to the United Kingdom, where this variant is thought to have originated.
“Close contacts of this individual have been identified and are in quarantine,” according to the statement. “At this time two new cases have been identified from close contacts with the person, but it is not known if they are infected with the variant.”
B.1.1.7. is believed to be more contagious, and a higher rate of transmission could increase the number of people who need to be hospitalized or who lose their lives to COVID-19 should the new variant begin circulating widely in Michigan. To date, the virus has been identified in at least 16 other states and jurisdictions in the U.S.
“The discovery of this variant in Michigan is concerning, but not unexpected,” Dr. Joneigh Khaldun, chief medical executive and chief deputy for health at MDHHS, said in supplied material. “We all have a personal responsibility to slow the spread of COVID-19 and end this pandemic as quickly as possible.”
Based on available evidence, current tests and vaccines for COVID-19 also work against this new variant, according to the MDHHS statement. Protective actions that prevent the spread of COVID-19 will also prevent the spread of the new variant, B.1.1.7.
After City of Kentwood Mayor Stephen Kepley briefly discussed the likelihood of Tesla building and opening a facility in the city, recorded as part of the WKTV Community Media’s coverage of the Jan. 11 Wyoming-Kentwood Area Chamber of Commerce’s Government Matters meeting, the city today confirmed it has issued a building permit for a Tesla service center and gallery.
According to the Tesla official website, there are only two other Tesla store and galleries in the state of Michigan, one in Clarkston (Detroit) and the other in Troy. The location of the Kentwood facility is unannounced at this time.
“We look forward to welcoming Tesla’s new service center and gallery to Kentwood later this year,” Mayor Kepley said in a Jan. 13 statement to WKTV. “Our city continues to be a destination for retail, drawing some of the nation’s premium brands to our community. It’s particularly gratifying to see investment during the pandemic, which is a testament to optimism in our economy. Kentwood remains open — and eager — for business.”
Tesla, according to its website, was founded in 2003 by a group of engineers “who wanted to prove that people didn’t need to compromise to drive electric – that electric vehicles can be better, quicker and more fun to drive than gasoline cars.” Currently, Tesla builds not only all-electric vehicles but also “infinitely scalable clean energy generation and storage” products.
According to various media reports, electric-car maker Tesla (NASDAQ:TSLA) was worth about $700 billion to end 2020. The stock was recently added to the S&P 500 index as its fifth largest constituent. Tesla’s vehicle deliveries in the fourth quarter of 2020 were reported to be about 180,600 units.
Elon Musk, head of Tesla and the Space X enterprises, recently was reported to have become the world’s richest person, with a net worth of about $185 billion.

The Kent County Health Department announced Friday that local health departments and health systems have received authorization from the Michigan Department of Health and Human Services (MDHHS) to begin COVID-19 vaccination of some people in priority phases beyond 1A starting today, Monday, Jan. 11.
“Those registering should expect that appointments may not be available for several weeks as vaccine supplies are limited and Phase 1A is still in progress,” according to the KCHD announcement. “We encourage everyone to be patient as we prepare for the upcoming vaccination phases. Vaccinations are occurring as quickly as possible and information is being shared as it becomes available.”
The new phase of vaccination priority includes all people 65 years of age or older “not covered in Phase 1A. This includes those in a congregate setting who were not reached in Phase 1A.”
For the COVID-19 vaccine to be effective, individuals must receive a second dose 21-28 days after their initial vaccination, and it must be from the same manufacturer. So, according to the announcement, it is important to schedule an appointment at the same location for both doses. There are no out-of-pocket costs for consumers to receive the vaccine; however, those with health insurance will be asked to provide that information.
The state has also opened vaccinations for “prioritized frontline workers” including pre-kindergarten through high school teachers, support staff and childcare workers who usually have direct contact with children; first responders not covered in Phase 1A (firefighters, police, conservation officers, inspectors); corrections workers (staff in prisons, jails, juvenile justice facilities); and workers in homeless shelters, congregate childcare institutions, and adult and child protective services.
Individuals in Phase 1A who have not yet received the COVID-19 vaccine are strongly encouraged to register immediately to ensure smooth transition to subsequent phases. Additional criteria for Phase 1A can be found at vaccinatewestmi.com/vaccine-distribution.
Also, the announcement states that individuals should not receive the COVID-19 vaccine if they are in isolation or quarantine for COVID-19; pregnant or lactating, without first consulting with your healthcare provider to weigh the risks and benefits; have received any other vaccine in the last 14 days; have received monoclonal antibody therapy for COVID-19 disease in the last 90 days.
Kent County, in recent months, has made two unique expenditures as part of its public safety efforts. One, taking a more traditional approach, saw the county spend more than $2 million to equip the Sheriff’s office with state-of-the-art equipment, most notably body cameras. The other, in a distinctively non-traditional approach, has the county funding nearly $500,000 in grants to non-profit community groups to prevent crime from occurring.
During a recent visit to the studio of WKTV Journal In Focus, we talked with Kent County Administrator Wayman Britt and Sheriff Michelle LaJoye-Young about the two expenditures and why they are important to the community.
Discussion includes the protocol for use of body cameras and vehicle dashboard cameras, and how both can protect law enforcement and the right of the pubic during sometimes tense interactions. Then we get their take on why the prevention of crime, specifically community violence, will take more than just law enforcement officers on the streets, and why the county is allocating funds to its new Community Violence Prevention Grant program.

The Kent County Health Department and area hospitals, in a joint statement released today, Dec. 14, continue to urge residents to stay home for the upcoming December holidays. As of Dec. 14, Kent County has surpassed 35,800 total cases with a 14.7 percent positivity rate in the last seven days.
“We are making progress, but need to work together to continue to reduce the positivity rate and to reduce the spread and the strain on our hospitals and health care workers,” Darryl Elmouchi, MD, president of Spectrum Health West Michigan, said in supplied material. “We will continue to move this in the right direction by not traveling or gathering with people outside our immediate family.”
While it may be difficult to miss traditional holiday celebrations, the Kent County Health Department (KCHD) statement stressed “the importance of staying home and avoiding any kind of travel and group gatherings in order to avoid an even more devastating spike after the new year.”
The local “I love you so” holiday advertising campaign, which the health department and hospital partners launched in November, will extend to encompass all holidays through the end of the year.
The message builds on the sentiment, “I love you SO I’m staying home,” acknowledging the desire to be with loved ones over the holidays but also to protect them from the spread of the coronavirus.
Kent County is seeing more than 500 new coronavirus cases each day, according to the statement, and “the volume of cases has put a significant strain on local hospitals and frontline healthcare providers, and it has made it impossible for public health investigators and contact tracers to effectively do their jobs.”
With the contract tracing system under strain, the risk of community spread is increased because some people may not know they need to quarantine.
“Residents helped a lot by celebrating Thanksgiving with only people inside of their immediate households,” Hyung Kim, MD, president of Mercy Health Saint Mary’s said in supplied material. “Since infection rates, hospitalizations and mortality are still high, I hope people will stay strong in the upcoming holidays and avoid gathering with people outside their immediate households. We are far from being in the clear from COVID.”
In an afternoon virtual press conference today, Gov. Gretchen Whitmer and the Michigan COVID-19 Task Force on Racial Disparities, chaired by Lt. Gov. Garlin Gilchrist II, released an interim report detailing the “significant progress Michigan has made in protecting communities of color from the spread of COVID-19,” according to a statement from the governor’s office.
“From the beginning, our administration has listened to medical experts and taken a fact-based approach to eliminating COVID-19 in our most vulnerable communities, and we have seen significant progress,” Gov. Whitmer said at the Dec. 3 press conference and in supplied material.
“Lieutenant Governor Gilchrist and the leaders on the Task Force have been crucial in helping us dramatically reduce the number of cases, hospitalizations, and deaths in communities of color by expanding testing and providing crucial support to community organizations.”
The statement points out that while cases and hospitalizations are still rising statewide, the percentages of cases among persons of color has declined as the year has progressed.
“Today’s report shows that significant progress has been made toward our goal to reduce these disparities over the past six months,” Lt. Gov. Gilchrist said. “But as cases continue to rise, we need to recognize that our work is not done because each of us have a role to play to make sure that we defeat this virus.”
The Task Force’s interim report details a number of actions the state has taken to protect communities of color — as well as frontline workers, small businesses and the general population — from the spread of COVID-19.
As of Nov. 16, more than 24,000 tests have been administered in previously underserved communities across 21 Neighborhood Testing sites, according to the statement. From March and April, to September and October, the average cases per million per day for African American Michiganders dropped from 176 to 59. In the same period, the number of probable deaths per million per day among African American Michiganders dropped “significantly,” from 21.7 to 1.
“It’s clear that the work of this task force … has made significant progress in protecting families, frontline workers, and small businesses in communities of color,” Celeste Sanchez Lloyd, Task Force member and community program manager for Strong Beginnings at Spectrum Health in Grand Rapids, said in supplied material.

Throughout 2020, the COVID-19 pandemic has continued affecting the daily lives of the people of Grand Rapids, including commuters and other riders of The Rapid transit system. And as the community has moved forward and adapted, its public transit system has moved forward with cleaning procedures and safety protocols for its buses and the citizens who ride them daily.
WKTV took a ride on The Rapid’s SilverLine and spoke with Bill Kirk, Business Affairs Specialist of The Rapid, on the sanitization of the buses daily using antiseptic agents as well as how it encourages passengers to wear masks and practice social distancing.
And what they have learned about cleaning and sanitization will likely become standard operating procedure even in a post-pandemic future.
“We take pride in how clean our buses are, but after experiencing the situation, we want to maintain those policies even after the pandemic goes away,” Kirk said. “We just want to make sure we’re providing as safe and as healthy a ride as possible for our riders.”
The Rapid public transportation system provides services to the greater Grand Rapids area, including Wyoming, and Kentwood. Formed in 2000, The Rapid operates on fixed routes throughout Grand Rapids and works with people with disabilities for their services. They also provide the SilverLine, a transit started in 2014 that runs along Division Avenue south and loops around the Rapid Central Station in Grand Rapids.
Following an announcement early this month from Kent County that current Administrator/Controller Wayman P. Britt — who has held leadership roles in county administration for nearly two decades — will retire in 2021, the county wasted no time in setting out plans for future leadership.
The county expected to extend Britt’s current contract, due to expire in January 2021, to July 2021. It has hired a new Deputy County Administrator who brings more than 15 years of local government leadership experience to Kent County. And it has formed a seven-person Administrator/Controller Search Committee comprised of county commissioners and community leaders to “coordinate a national search to identify a replacement for Britt” as top administrator.
“After 17 years serving Kent County, it will be hard to walk away from this job,” Britt said in his letter of resignation, according to supplied material. “But I remind myself that I’m not walking away from this tremendous community. So many people have made an indelible mark on me — from our County team to those leading and making a difference out in our community. I’ll carry that with me well beyond my tenure here.”
Britt joined the county as its assistant county administrator in March 2004. In July 2017, he assumed the interim county administrator/controller position and was hired to fill the position in January 2018.
At the time of his resignation, announced Oct. 8, county Board of Commissioners Chair Mandy Bolter confirmed that, “working under the authority granted to her by the board,” she and Britt negotiated the six-month extension to his current employment agreement. The Board voted on the extension Oct. 22 to push the contract expiration to July 24, 2021.
“On behalf of the entire Board of Commissioners, I want to thank Wayman for his commitment, dedication, leadership and true public service to the people of Kent County over the past 17 years,” Bolter said in supplied material. “I feel very fortunate to have had the opportunity to partner with him in service of our County and wish him the best on his well-deserved retirement.”
Under Britt’s leadership, according to supplied material, Kent County significantly modernized its IT infrastructure, worked with First Steps Kent to create a funding source for early childhood services, and helped launch the Kent County Population Consortium to address the need for a mental health crisis center in our community.
Also under his leadership, the county funded a new Kent County Parks Office, a northern county service hub and a new fleet service facility, as well as developed and launched a comprehensive strategic plan, and hosted the first-ever State of the County Address “as part of their commitment to heighten transparency through enhanced County communications programs.”
Most recently, of course, Britt has led the county’s ongoing public health and economic relief response to the COVID-19 crisis — including planning and distribution of more than a $100 million in federal CARES Act pandemic relief funding.
Administrator/controller search committee formed
The county announced on Oct. 12 that the board formed a committee to replace Britt, headed by Commission chair Bolter, as well as fellow commissioners Stan Stek and Carol Hennessy.
Also on the committee are Birgit Klohs, President & CEO of The Right Place, Inc.; Mike Verhulst, Vice President of Rockford Construction; Dante Villarreal, Vice President, Business & Talent Development, at the Grand Rapids Chamber of Commerce; and Sam Moore, executive director of the Kent County Parks Foundation.
“I am thankful to the community leaders who have agreed to serve on the search committee,” Bolter said in supplied material. “Together, I am confident we will find a highly qualified individual who is dedicated to maintaining not only what we have achieved, but who possesses the drive and ability to push us toward continued innovation and excellence in service to our community.”
Jennifer Kimball James named Deputy County Administrator
The county announced on Oct.15 that it had hired Jennifer Kimball James as deputy county administrator. She was expected to start the new position on Oct. 19.
“Jennifer’s passion for public service and more than two decades of experience in local government — including 16 years in leadership positions — are what set her apart from an excellent field of candidates,” Britt said in supplied material. “We are confident her background, skills and enthusiasm for serving her community will help us further the County’s mission and execute our strategic plan.”
Most recently, James was the deputy city manager for the City of Rockville, Maryland, and previously served as the assistant city manager. She worked for the City of Rockville since 2004. Prior to that, she held research and analyst positions with Montgomery County, Maryland‘s Office of Legislative Oversight.
“I am honored to have spent the past twenty-three years collaborating with elected officials, city and county leaders and employees, residents, businesses and other stakeholders to implement the vision of the community where I lived,” Kimball James said in supplied material. “I look forward to partnering with the people of Kent County in the same way as, together, we work to strengthen West Michigan.”
According to supplied material, James will “plan, direct, coordinate, and oversee operations activities of the County, ensuring development and implementation of efficient operations and cost-effective systems to meet current and future needs of the County all under the direction of the County Administrator.”
The Kent County Board of Commissioners announced this week the recent allocation of $500,000 of CARES Act funding to community violence prevention grants “to help stem the increasing rates of violence occurring during the COVID-19 pandemic.”
The grant program will be administered by the Heart of West Michigan United Way.
Grant applications are due to the Heart of West Michigan United Way by noon on Monday, Oct. 19, and all funds must be expended by Dec. 15, 2020 pursuant to federal requirements.
“We have seen a rise in violent crime throughout the County since the start of the pandemic,” Kent County Sheriff Michelle LaJoye-Young said in supplied material. “We need to work together as a community on prevention and education initiatives that can help reduce the incidents that result in violence.”
The Community Violence Prevention Grant Program will assist nonprofit organizations in preventing violent behaviors from occurring, stopping the progression of violence, and rehabilitating individuals with established violent behavior, according to the announcement.
To receive a grant, applicants must be a 501(c)(3) based in Kent County, have been in existence for at least one year, deliver all programming in Kent County, comply with all applicable state and federal laws, and provide a written summary of the project and its outcomes in January 2021.
A selection committee comprised of Kent County leaders, law enforcement, and community members will award grants ranging from $5,000 to $150,000.
“Ensuring we have a safe community is a fundamental role of government. However, we alone cannot solve the spike in violent crimes that is occurring because of COVID-19,” Kent County Board of Commissioners Chair Mandy Bolter said in supplied material. “It was a priority for the board to support local, grassroots programs that are working to make our communities safe for all.”

Families across District 72 are strongly concerned about the quality of education for all students. Since I share everyone’s concern for the quality of education and equity in education, one of my top priorities will be education.
Many families across District 72 are also concerned about the combination of healthcare, disability services, and mental healthcare. Many families either have or know someone close to them who has a disability or mental health challenge. Since disability services and mental health are both local and state issues, I will make every effort to ensure access to high quality services to aid everyone’s present and future quality of life.
Almost all voters are deeply concerned about their neighbors and the myriad of issues which affect their neighbors. They are concerned about equality and fairness for all people. I have been a small business owner for 49 years and in the restaurant business, which is the hardest business in the world. My restaurant I take to Lansing every day in the form of my employees struggles, customers living life and my small business mind that knows how important costs and waste are in a small business and now I bring that mindset to Lansing on costs and waste.

Three issues are the virus, employment due to them, and jobs, and that is one really. The other two is health care and my citizens safety. I took an oath to protect the health and safety of my citizens and I carry that oath, Section 51 and article 4, in my wallet.

Occupation: Factory worker. I am a Production Team Member at North America Fuel Systems Remanufacturing in Kentwood.
Why did you decide to run for this position?
I have spent most of my life working hard to get ahead, but rarely doing more than barely keeping up. Involvement in union leadership inspired me to find other ways to serve. Seeing laws passed in Lansing that were designed to keep workers’ pay low inspired me to run for public office.

Employment uncertainty due to the Covid-19 crisis, inflation outpacing wage growth, and concerns about sending their kids back to school during the Covid; or not being able to work if the kids continue online schooling.
The City of Kentwood announced Friday, Oct. 9, that beginning at 9 a.m. on Tuesday, Oct. 13, lane closures will be in place at the intersection of 44th Street SE and Breton Avenue SE through the following weekend while a contractor makes concrete pavement repairs.
According to the city statement, the work will require closures of east and westbound 44th Street lanes approaching the intersection, as well as one northbound lane on Breton Avenue.
“Drivers are encouraged to plan ahead and seek an alternate route,” according to the statement. “Northbound Breton Avenue traffic to eastbound 44th Street will be detoured through the intersection, then south back on Breton to westbound 44th Street to eastbound 44th Street.”
Weather permitting, all lanes are expected to reopen by 7 a.m. on Monday, Oct. 19.

I believe the voters of Kent County want their local government to run efficiently and effectively. My office is diverse: Clerk (vital records, elections), Register of Deeds (property records), and Clerk of the Circuit Court (court records). Rapidly changing technology is changing the way we serve the public. During my first term we’ve modernized our vital and land records recording technology, as well as implemented new campaign finance management software for elections. Our next challenge will be the implementation of e-filing of court records. The recent COVID-19 shutdown proved the essential need for citizens to be able to remotely interact with the county, and I’m committed to making that process easier for all residents.

Water is our most important natural resource, and everyone has a right to clean and safe water. Water pollution and high water levels. The Drain Commissioner is responsible for stormwater management and water drainage to prevent flooding. Stormwater is our largest source of pollution to our waterways, and flooding can create health hazards and property damage. Kent County deserve a Drain Commissioner who better understands these issues and the impacts they can have on our water system.

The responsibility of a county treasurer is to be the custodian of all county funds and to invest the county’s funds responsibly. The second responsibility is the collection of delinquent property taxes. Due to the pandemic, both residents and businesses are struggling to make ends meet and property taxes are one of the largest expense that they have during these uncertain times. I want to be able to work for those residents who may need a little more time and help to keep their head above water. Continuing fiscal responsibility, maintaining the county’s “Triple A Bond Rating”, and helping our taxpayers through these uncertain times will be the greatest challenge for the next county treasurer.

The main concern for voters everywhere is the uncertainty brought about by this unprecedented pandemic. People are worried about their physical and financial health. They are worried about their jobs. They are worried about educating their children, and keeping them safe. A local county treasurer can’t resolve all of the very real anxieties people are feeling right now. But honest, steady leadership is needed at all levels of government. That’s what I hope to bring to the job.
Kent County Sheriff

I have dedicated my entire adult life to serving the residents of Kent County and am incredibly honored to lead the men and women of the Kent County Sheriff’s Department. I have the experience in leading the department in thought and direction to guide us forward in meeting the needs of all Kent County residents. I have lead the department through many challenges and believe that the opportunities to grow and develop are here and there are many ways we can learn from the past and guide the future.

There have been a lot of public and private conversations regarding policing in America. I think building on the strengths of the police departments in our community is very important. Having experience in leadership to understand what things can be done and what things will be effective is important.
There is a tremendous amount of divisiveness in some of our conversations. To grow as a community we must continue to work on ways that we can come together and build on the wonderful foundation we have in Kent County while ensuring that the opportunity to be safe where we live, work, play and worship is protected for everyone.
Marc Burns — Candidate Kent County Sheriff
Occupation: Current Special Agent in Enforcement, and served for 26 years at the Sheriff’s Department
Why did you decide to run for this position?
I am running for Sheriff because I have most real experience of any candidate and real transparency and accountability must be at the forefront of the Sheriff’s Department.

Citizens of Kent County need to know I am going to end misuse of tax payer dollars, to end the lack of oversight for accountability by the current administration, to end cronyism and to allow for real change and reform in policing and in our communities.
Following the Friday, Oct. 2, decision by the Michigan Supreme Court to strike down Gov. Gretchen Whitmer’s COVID-19 related executive orders, the Kent County Health Department issued a statement today that, in part, said that “orders for isolation and quarantine are not affected by the Supreme Court’s ruling.”
The Oct. 5 statement, attributed to Dr. Adam London, Director of the Kent County Health Department (KCHD), was in response to the supreme court ruling that the Governor did not have the authority to issue executive orders under emergency declarations past April 30 of this year.
“Actions such as orders for isolation and quarantine are not affected by the Supreme Court’s ruling,” Dr. Landon said in the statement. “These actions are authorized under the Michigan Public Health Code, a law that was enacted by the Michigan Legislature in 1978. The KCHD will continue to use public health orders and enforcement actions as appropriate under law as this agency has done for many decades.”
The KCHD statement also “stresses” the importance of adhering to the guidelines set forth by the Centers for Disease Control and Prevention to mitigate the spread of COVID-19. Those strategies include wearing facial coverings in indoor public places, maintaining social distance, frequent hand washing, and staying home if you are sick.
“The KCHD is confident Kent County residents will continue to take the steps necessary to place their families, friends, and coworkers at the least possible risk for contracting COVID-19,” according to the statement.
Also according to the statement, the KCHD “is hopeful the Legislature and the Governor will work together to protect public health in a collaborative and expedited manner. The KCHD is communicating closely with officials at the Michigan Department of Health and Human Services and other local health departments to identify pathways forward which respect rule of law and are protective of the health and safety of our communities.”
Gov. Whitmer, also today, Oct. 5, issued a statement that address the issue of continued health concerns related to the COVID-19 pandemic.
“Governor Gretchen Whitmer and Michigan Department of Health and Human Services (DHHS) Director Robert Gordon filed a motion with the Michigan Supreme Court (today) requesting that they clarify that their October 2nd ruling does not take effect until Friday, October 30th. … Ensuring this transition period will allow the governor, local health departments, and the Michigan Legislature to work together to put protections in place that will keep Michiganders safe and protect our economy.”
The Kent County Board of Commissioners last week approved a $2.2 million request from county Sheriff Michelle LaJoye-Young to purchase new body cameras for about 200 law enforcement personnel in the Sheriff’s Office, and well as replacement tasers for all officers and replacement in-car cameras for about 83 police cruisers.
“Combined with training and clearly defined protocols for camera use and for public access to video footage, body cameras are shown to be valuable tools to increase the accountability of all parties involved,” according to the Kent County announcement.
WKTV asked Sheriff LaJoye-Young to define those planned protocols for camera use and public access.
“Training is scheduled to happen as soon as we get the full delivery of the equipment and installation in the vehicles — it is a very hands-on training,” Sheriff LaJoye-Young said to WKTV. “We have developed a protocol. It has largely been based on our experience with in-car camera systems, but also on the guidance we have received from other departments who have had body cams in play for awhile. Obviously, protocol is always managed, it constantly gets updated. And so we are going to see how it starts and then adjust it if we need to.
“That protocol will be available (to the public) for people to understand. And they should expect that any time they are dealing directly with an officer who is in uniform and a body cam, that that body cam is recording. They are always free to ask an officer if their camera is recording, and our officers would be required to answer that question.”
Approximately 200 Sheriff’s office uniformed and plainclothes deputies and sergeants, community police officers, undercover officers and other personnel performing law enforcement duties will be equipped with body-worn cameras in the first quarter of 2021.
The funding for the body cameras and other upgrades was transferred from the projected Sheriff’s Office General Fund to the Fiscal Year 2020 Capital Improvement Program Fund, according to the county statement.
“The Board of Commissioners strongly supports Sheriff LaJoye-Young’s commitment to transparency, accountability and effective law enforcement practices,” Board of Commissioners chair Mandy Bolter say in supplied material.
The Sheriff echoed the public transparency aspect of the effort.
“This investment will allow for greater transparency for the residents in our community,” Sheriff LaJoye-Young said in supplied material. “Body cameras offer real-time information about what happened on a call for service or with any public contact. Plus, the footage from these calls can be used in training and monitoring exercises to strengthen the performance of our law enforcement officers in the field.”
According to the county’s announcement, the tasers, in-car video cameras and body cameras “are all part of one seamlessly integrated package” — a package the includes five cameras for the detective bureau interview room and 25 docking stations as well as a service contract at a cost of $75,000 per year for the second through fifth years of use.
“Altogether, this system will allow for a streamlined Freedom of Information Act (FOIA) and discovery process, further increasing the Sheriff’s Office transparency,” according to the statement.

First In Focus is an update on the current state of the COVID-19 pandemic here in Kent County, what has been done and what is being done by the Health Department and its local partners to keep us healthy and get us through these difficult times. While the county Health Department’s relentless work protecting the community during this pandemic is probably first in everybody’s mind, county health workers are also concerned about the expected return of flu season — and the need for routine vaccinations of all kinds, for children and adults. There is also an ongoing countywide health survey of importance in process.
We talk with Mary Wisinski, Kent County Health Department Immunizations Supervisor, and then have a discussion on the current Kent County Health Department’s 2020 Community Health Needs Assessment with Maris Brummel, Kent County Public Health Epidemiologist. With the City of Kentwood planning and approval process complete after more than a year, a developer plans to break ground in early September on a 240-unit affordable workforce housing development.
CityLine Apartments will be located on nearly 12 acres of now vacant property touching Division Avenue and 52nd Street, on land most recently used as a used car sales lot and as a golf driving range. It does not include two existing business locations directly on the corner of Division and 52nd.
The CityLine Apartments project, led by developer Herman & Kittle Prop. Inc., of Indianapolis, Ind., will be a “first” in several ways.
It will be the first Grand Rapids area project for a developer which is no stranger to Michigan. It is the first Kentwood development approved using Form Based Code planning changes recently enacted by both the cities of Kentwood and Wyoming to aid redevelopment of the Division Avenue corridor. And it is the first major affordable workforce housing project focused on taking advantage of the Sliver Line bus route intended to move workers to and from downtown but also supporting businesses near the corridor in both Kentwood and Wyoming.
“West Michigan knows that Kentwood is open for business and is successful by meeting our businesses’ needs on a daily basis,” Kentwood Mayor Stephen Kepley said to WKTV this week. “Vibrant communities like Kentwood know that offering a range of housing opportunities is critical to the success of our businesses. This project will help expand our workforce capacity and serve as a catalyst for development along the Division Avenue corridor.”
That city’s goal of aiding development of workforce housing and redevelopment — some would say economic “revitalization” — of the Division Avenue corridor was echoed by city staff in Kentwood.
“The development of CityLine Apartments will likely represent the largest private investment ever made along the Kentwood portion of the corridor,” Lisa Golder, City of Kentwood Economic Development Planner, said to WKTV. “The development of housing along Division fits perfectly into the city’s plans for the area, as residential development supports both the Bus Rapid Transit (Silver Line) and the business community.
“Since the apartments are located directly on the Silver Line route, residents will be able to use transit to get to work, shop and recreate. With 240 housing units being introduced to the area, businesses will likely see an increase in demand for goods and services.”
And recent changes to Kentwood and Wyoming development codes, specifically the so-called Form Based Code, was essential for the development to be approved.
“The CityLine Apartments could not have been developed without the new Form Based Code,” Golder said. “With the Form Based Code, residential development is allowed for the first time along Division Avenue.”
The developer and the development
The CityLine Apartments is currently planned to be eight residential buildings including one, two and three-bedroom apartments, as well as a clubhouse, accessory garage/storage buildings, a pool and playground, and even a dog park for residents of the “pet friendly” complex, according to Caroline Kimmel, CityLine development director for Herman & Kittle Prop. Inc. (HKP).
“The development has been in process since July 2019, HKP needed to rezone a portion of the site, as well as work through the rest of the development and site planning process with the city,” Kimmel said to WKTV. “This development is about a two-year construction period, but the first units will be available in about 16 months, or January/February of 2022.”
The planning approval process “took several meetings with the City as well as multiple public hearings to be finalized,” she said.
CityLine is HKP’s first development in Grand Rapids, Kimmel said, but the company has developments in Kalamazoo, Jackson, Niles, Lansing, and Benton Harbor, “as well as over 130 additional properties in 16 other states.”
And Kimmel said the reason for her company’s interest in the Kentwood development was simply good business.
“The Grand Rapids area is still one of the fastest growing metropolitan areas in the Midwest, and HKP is very excited to be a part of that growth,” Kimmel said. “Our internal and external demand analysis showed that rents are growing faster than incomes, and that we might be able to help balance out that growth with a development geared toward workforce housing.
“The commuter bus line is a highly desirable amenity, especially for residents who may not have the financial means to live in downtown Grand Rapids, but want the ease of access that the Silver Line offers,” she said.
According to information supplied by HKP and City of Kentwood planning documents, the Kentwood development will include 72 one-bedroom units, 120 two-bedroom units, and 48 three-bedroom units. Twelve of the units are designated for people with disabilities.
The larger buildings will have 36 units while the smaller will have 24 units. Three garage buildings will be provided with 18 stalls, including one handicap stall. In total there will be 357 parking spaces provided including 325 standard spaces, 14 handicap parking spaces, and the 18 garage spaces.
“HKP believes this development will attract a mix of one and two parent households with children, as well as single persons who work downtown, but the property is not age restricted,” Kimmel said. “A close proximity to schools will attract families as well, especially with the walkability this location offers.”
Finances for the project; costs for renters
The development is financed through a combination of sources, according to Kimmel, including tax-exempt bonds for construction, a mortgage, and Tax Credit Equity from Michigan State Housing Development Authority (MSHDA).
“The MSHDA Tax Credits provide equity to the development, which allows a reduced mortgage, enabling rents to remain affordable for Kent County residents,” she said.
Residents will be subject to a rent-history screening and criminal background check and other compliance requirements set forth by MSHDA, Kimmel said. Income limits will range from $33,720 for a one-person household, $38,520 for two persons, $43,320 for three persons, $48,120 for four persons, and $52,020 for five persons.
“Lease-up will likely begin in late 2021 or early 2022,” she added. “A leasing trailer will be on site with contact information as soon as we are accepting applications.”
Traffic generation to be monitored
While CityLine’s location on the Silver Line bus route is expected to mitigate the usual vehicular traffic issues a development of this size might normally produce, city documents state that a detailed Traffic Impact Assessment may yet be needed.
“Using Institute of Traffic Engineers trip generation data, a 240-unit apartment development generates 1,317 daily trips and 117-129 peak hour trips,” according to a city planning department report. “If this many trips are anticipated, a Traffic Study would be required. However, the data does not take into account the existence and use of the Silverline BRT, which may reduce the trip generation. The applicant should provide a best estimate of vehicle trips anticipated based on other locations in communities adjacent to a BRT line or light rail.”
U.S. Sen. Gary Peters (D-Mi) on Tuesday visited a U.S. Postal Office (USPS) processing facility on Patterson Avenue SE in Grand Rapids to see first-hand the causes of slowdowns, delays and backlogs he says are occurring in communities across the country.
After the Aug. 25 tour and at a media opportunity at the National Association of Letter Carriers (NALC) Branch 56 in nearby Kentwood, Sen. Peters stressed that his concerns — and the investigation of postal service changes he has recently initiated as ranking Democrat on the Senate Homeland Security and Governmental Affairs Committee — are not solely about the pending November election.
He said that postal service operational changes are preventing veterans from receiving timely delivery of their prescription medications through the Department of Veterans Affairs’ mail-order pharmacy service. He also said he has heard firsthand that delays are directly impacting small businesses in West Michigan and across the county.
However, answering a question from WKTV, he expressed confidence in the ability of local city and township clerks — in Wyoming and Kentwood and statewide — to reliably count the ballots they will receive, but he also expressed some concerns about “possible” delays in the handling mail-in ballots.
“What we are seeing right now, that concerns me, because of the delays we have been hearing,” Sen. Peters said, adding that he had also been told about delays in mail-in ballots getting to voters from the city clerk in his hometown of Bloomfield Hills.
He also, though, gave advice on how Wyoming and Kentwood voters can avoid any issue with possible postal delays in mail-on ballots — request and acquire the ballots early, mail them early or drop them off directly at the local clerks’ offices. (See his entire statement at this video link.)
Last week, Sen. Peters, who is running for election to the Senate against Republican challenger John James as well as other independent candidates, led a Senate Homeland Security and Governmental Affairs Committee hearing with Postmaster General Louis DeJoy. DeJoy, who became Postmaster General two months ago, was questioned on the policy and operational changes possibly resulting in delayed mail across the country.
Late last month, Kent County allocated $9.5 million in federal CARES Act dollars to create the Kent County Non-Profit Organization COVID-19 Grant Fund. The group chosen to administer the grant applications and awards is, appropriately, the Heart of West Michigan United Way.

Humanity for Prisoners started in 2001 when Doug Tjapkes formed the organization driven by his relationship with Maurice Carter, who had been behind state prison bars for 29 years for a crime he did not commit. Two decades later, the issue of treatment of prisoners — and prison reform — is no less important.
The mission statement of the Grand haven based non-profit Humanity for Prisoners is stated on their website as: “With compassion for Michigan’s imprisoned, Humanity for Prisoners provides, promotes and ensures — with strategic partnerships — personalized, problem-solving services for incarcerated persons in order to alleviate suffering beyond the just administration of their sentences.”

A group of 86 Michigan restaurant and bar owners last week announced the launch of “Michigan Restaurant Promise”, a new initiative to ensure the health and safety of their employees, customers and communities during the COVID-19 pandemic.
“COVID-19 has had a significant impact on West Michigan and many businesses — particularly bars and restaurants — have suffered,” Grand Rapids Mayor Rosalynn Bliss said in supplied material. “It’s great to see this group rally together to protect the health and safety of their employees, customers and our community.”
Among the local restaurants and craft breweries involved are Mitten Brewing, Brewery Vivant (parent company of Kentwood’s Broad Leaf Beer) and Long Road Distillery.
“As restaurant owners and managers, we feel a sense of responsibility for the health and well-being of our employees, our guests and the community at large,” Kris Spaulding, owner of Brewery Vivant, said in supplied material. “That’s why we started this initiative — to show our communities we are taking this seriously and are committed to protecting their health and safety.”
There is also a concern about those establishments not as committed as others.

The effort could also serve as a model for the state.

The Kent County Health Department announced last week that ongoing surveillance and testing conducted by the health department has revealed three presumptive positive instances of mosquitoes carrying West Nile Virus in the county.
The discovery comes after testing pools of mosquito remains that were trapped in the 49504 and 49525 ZIP Codes in the City of Grand Rapids. But, the county statement advises, “It is important to note that these are not human cases.”
“Discovering these cases in mosquitoes should serve as a reminder to everyone who lives in West Michigan that West Nile Virus season is upon us,” Brendan Earl, supervising sanitarian at Kent County Health Department (KCHD), said in supplied material. “It is important for people to take precautions to prevent mosquito bites as much as possible.”
West Nile Virus is spread primarily by infected Culex mosquitoes. Only about 20 percent of the people infected will notice symptoms that may include headache, body aches, joint pains and fatigue. Most people with this type of West Nile virus completely recover, but fatigue may last for weeks or even months.
About 1 in 150 people infected develop severe illness that can affect the central nervous system. Recovery from this type of West Nile virus may take several months. Some damage to the central nervous system can be permanent. In rare instances the disease can lead to death.
Since there is no vaccine or cure for West Nile, the best treatment is prevention, according to the county statement. KCHD recommends wearing a mosquito repellant that contains 10–35 percent DEET, wearing light colored clothing and staying indoors during dusk.
Residents can also help stop mosquitoes from breeding by removing or refreshing water in bird baths, children’s wading pools, water bowls for your pets. Empty other small containers that can collect water in your yard and keeping your lawn and shrubs trimmed also help.

The City of Kentwood announced July 1 that beginning Tuesday, July 7, Breton Avenue will be closed for at least two days between 29th and 32nd streets while CSX Railroad repairs a railroad crossing.
Drivers are asked to plan ahead as the work will require a full closure with a posted detour from 29th Street to Shaffer Avenue to 32nd Street and back, according to the city’s statement.
Due to the deterioration of the crossing, CSX will be replacing the entire concrete crossing, ties and repaving the asphalt at that intersection.
The work is expected to be completed within two days with the road reopening on the evening of Thursday, July 9, but a third day of work may be necessary for unforeseen circumstances, according to the city.
Some people may have been waiting, if not eagerly anticipating, the June 30 release of Gov. Gretchen Whitmer’s “MI Safe Schools Return to School Roadmap”, which outlined a number of safety protocols for schools to implement in each phase of the governor’s MI Safe Start Plan.
While local school district leaders undoubtedly will scour the governor’s roadmap for pertinent details and direction, they and their district staff were not idly awaiting the release — after all, Gov. Whitmer admits that different school districts will have different “return to school” situations depending on location within the state, physical building situation and their community make up.
“In Kentwood Public Schools we put together a Back To School Task Force consisting of administrators, teachers and parents that have been working on multiple plans for the reopening of our district,” Michael Zoerhoff, superintendent of Kentwood Public Schools, said to WKTV. “We also have been working closely with the Kent ISD reopening committees. Our plan is to adjust accordingly to ensure the safety of our students and staff per the Governor’s recommendations.”
Wyoming Public Schools superintendent, Craig Hoekstra, echoed his regional educational counterpart.
“The WPS team has been hard at work developing plans that will provide safe and accessible learning options for the fall,” Hoekstra said to WKTV. “As we prepare for re-entry, our district continues to plan forward with a focus on developing a robust online learning option as well as preparing for instructional re-entry for in-person learning. In doing so, it takes into consideration the unfinished learning from the spring. As soon as the Governor’s plan is released, we will review our plans and make the needed adjustments as we work towards finalization.”
The governor’s roadmap outlines a number of safety protocols for schools to implement in each phase of the governor’s MI Safe Start Plan — including guidance on personal protective equipment (PPE), hygiene and cleaning protocols, spacing in classrooms, athletics, and much more.
As far as fall high school sports is concerned, at a press conference announcing the governor’s back-to-school guidance, Gov. Whitmer said she is in discussion with the Michigan High School Athletics Association (MHSAA) to possibly move some fall 2020 sports to spring 2021.
Detailed guidance on fall athletics — including any possible shift of sports season — is expected to be announced in mid- to late-July by the MHSAA, which has been working with the governor’s office to guide summer and possible fall in-school athletic activities.
Also on June 30, the governor signed Executive Order 2020-142, which “provides a structure to support all schools in Michigan as they plan for a return of PreK-12 education in the fall,” according to a statement from the Governor’s office Tuesday.

“Our students, parents, and educators have made incredible sacrifices during our battle with COVID-19,” Gov. Whitmer said in the statement. “Thanks to our aggressive action against this virus, the teachers who have found creative ways to reach their students, and the heroes on the front lines, I am optimistic that we will return to in-person learning in the fall.
“The MI SafeSchools Return to School Roadmap will help provide schools with the guidance they need as they enact strict safety measures to continue protecting educators, students, and their families.”
In her statement, the governor also acknowledged the financial impact on schools not only to enact “safe return to school” in the fall, but the looming financial shortfalls in state school funding due to the economic impact of COVID-19.
“I will continue working closely with the Return to Learn Advisory Council and experts in epidemiology and public health to ensure we get this right, but we also need more flexibility and financial support from the federal government,” Gov. Whitmer said in supplied material. “This crisis has had serious implications on our budget, and we need federal support if we’re going to get this right for our kids.”

Two local education leaders are part of the Return to Learn Advisory Council, including Kevin Polston, superintendent of Godfrey-Lee Public Schools, and Nicholas J. Paradiso, vice president of government relations for National Heritage Academies.
“All of us on the Return to Learn Advisory Council share a commitment to marrying science and evidence, and practicality and local needs to ensure the health and safety of our students and educators,” Tonya Allen, President and CEO of The Skillman Foundation and Chair of the Return to Learn Advisory Council, said in supplied material.
The governor’s Executive Order 2020-142 requires school districts to adopt a COVID-19 Preparedness and Response Plan “laying out how they will protect students and educators across the various phases of the Michigan Safe Start Plan.”
The MI Safe Schools Return to School Roadmap offers guidelines as to the types of safety protocols that will be required or recommended at each phase, according to the statement.
“In recognition that these protocols will cost money, the Governor also announced that she was allocating $256 million to support the districts in implementing their local plans as part of the bipartisan budget agreement the Senate Majority Leader, the Speaker of the House, and the governor announced” June 29.
Gov. Gretchen Whitmer signed Executive Order 2020-134 on June 26 which extended the temporary suspension of evictions until July 15 and created the Eviction Diversion Program.
According to a statement from the state, the diversion program outlines a process for renters “to get fast rental assistance or establish a manageable payment plan” to keep residents in their homes. Rental assistance under the Eviction Diversion Program will be available beginning July 16.
“No Michigander should have to worry about losing their home during a global health pandemic and, at the same time, landlords and management companies need rent from their tenants to sustain their businesses,” Gov. Whitmer said in supplied material. “This innovative new program will save lives, save money, and save businesses by keeping families in their homes and providing immediate financial relief to landlords for back rent they’re due.”
Under Executive Order 2020-134, $50 million of rental assistance will be made available in the form of lump sum payments to landlords in exchange for allowing tenants to remain in their homes, forgiving late fees and up to 10 percent of the amount due.
Tenants whose back rent is not completely covered by the Eviction Diversion Program will be entered into manageable payment plans facilitated by Supreme Court Administrative Order 2020-17.
The program was created following the passage of Senate Bill 690, which passed unanimously out of both the Michigan House and Senate on June 17. The legislation appropriated $60 million in Coronavirus Relief Funding to the Department of Labor and Economic Opportunity for the creation of a rental assistance program to assist tenants and landlords after the eviction moratorium concludes.
The Kent County Health Department is partnering with the Black Impact Collaborative and LINC UP to provide a free COVID-19 community testing today, Monday, June 29, from 2 to 7 p.m., at the Gallery at LINC UP located at 1167 Madison S.E., Grand Rapids.

In Kent County, members of the Latinx community account for 39.4 percent of the COVID-19 cases while comprising 10 percent of the population, while African Americans have 19.25 percent of the cases but make up 10 percent of the population.
“We know that COVID-19 has been disproportionately impacting the African American and Latinx communities, so the Black Impact Collaborative wanted to partner with Kent County to make sure that African Americans and Latinxs in our community have the opportunity to get tested,” Robert Womack, Kent County commissioner, said in supplied material. “This is such a needed resource for our community to allow anyone to get tested and we are thankful that the County put this testing day together.”
Any person, 6 months of age or older, can get tested, according to the county statement. Pre-registration for this event is encouraged by going online through this link or calling 616-632-7200 but walk-in testing is available.
The specific location of the free testing is based on county data.
“Our data is showing that 17 percent of our COVID-19 positive cases are located in the 49507 Zip Code and yet only six percent of Kent County’s population resides in this area,” Dr. Adam London, director of the Kent County Health Department, said in supplied material. “This type of data continues to inform our response to COVID-19 and ensures our resources are accessible to the most impacted neighborhoods.”
The county health department “will continue working to address the racial and ethnic health disparities by collaborating with community partners to offer testing in areas that are showing a higher prevalence of positive cases,” according to the county statement.
“We are excited to work with community partners like the Kent County Health Department, who recognize that racial health disparities exist and are actively working to address them by changing their practices,” Vincent Thurman, communications manager at LINC UP, said in supplied material. “COVID-19 has further revealed how stark these disparities are and how much needs to change.

Kent County announced Friday, June 11, that a majority of the county’s departments, offices and agencies will resume in-person services today, Monday, June 15, including the animal shelter, the county clerk, veterans services and others.
However, court operations — 17th Circuit Court, 63rd District Court, and Probate — are open but remain closed to in-person services, following the mandated phased approach ordered by the Michigan Supreme Court. Court staff is assisting the public by e-mail and telephone. Additionally, to the greatest extent possible, hearings and proceedings are being conducted electronically and live-streamed via YouTube, according to a county statement.
While a majority of offices will reopen on June 15, residents are encouraged to visit the county’s website to determine if their service can be fulfilled remotely. Visitors are also asked to stay home if they are feeling any symptoms of illness or have been exposed to someone with COVID-19, wear a mask if they are medically able, limit visits to one person per household, and maintain a 6-foot physical distance between others.

The Kent County Board of Commissioners voted Thursday to allocate $94.2 million of a $114.6 million federal Coronavirus Aid, Relief, and Economic Security (CARES) Act grant to assist “a range of local governments, community partners, and small businesses which experienced costs due to COVID-19,” as well as to reimburse the county’s direct coronavirus mitigation efforts.
The remainder of the CARES grant available, $20.4 million, was placed in reserve for a possible second wave of COVID-19 infections, according to the June 11 county statement.
But Kent County’s efforts to battle the COVID-19 pandemic, and assist other county entities impacted, started almost on Day 1, when the crisis was labeled as such in late-March, including quickly applying for and receiving the CARES Act grant and forming a COVID Relief Subcommittee to spearhead a countywide effort starting in April.
Prior to this week’s formal county commission action June 11, WKTV talked with Kent County Administrator Wayman Britt about the county’s efforts and expenditures.
“First and foremost, we wanted to keep this community safe,” Britt said in a late May interview. “We wanted to communicate (with the public) right off the bat, and we have pushed hard on our communication. The health department has been stood up with additional resources … county staff has managed the communication … that was first and foremost, right up front, making sure we got out in front of this.”
Britt said county representatives, in the first days of local impact of the pandemic, “got out” and met a wide range of community groups via Zoom meetings, “with church leaders, with the black community … the Latinx community, the Vietnamese community. We got out to the chambers, the Grand Rapids chamber (of commerce). The business side of things.
“Communication was really huge. Developing the relationships, continuing to grow the relationships. … Really just getting ahead of it. Every day (to begin with) we conducted command meetings, emergency management meetings every day, but that is ramped back now.”
The county either set up or assisted in setting up homeless shelters and isolation centers. They worked with Grand Valley State University and Michigan State University and a host of other organizations. They focused on reducing the risk at high-risk facilities such as the county correction facility and juvenile detention facility. They focused on developing hotspots across the county.
“The team has done a fantastic job, getting out to the nursing homes, to the convalescent centers. Making sure we jumped on that,” Britt said.
“I can’t believe the work we put into this thing. It is unlike anything I’ve ever experienced in my life. It is just every day grind it out. … We have weathered the storm. We weren’t ready but we got ready quick. Unfortunately we lost 70 plus (county deaths to the virus as of late May, the number now stands at 111), but compared to other parts of the state … this community has responded.”
County leadership led funding process
Considering the often slow response time of many governmental entries to form and execute a plan as complex as Kent County’s COVID-19 response and recovery plan, the action this week by the Board of Commissioners was fast — by design.
“The COVID-19 public health crisis has significantly affected residents and businesses across our county, and it was critical for our board to allocate this federal funding as quickly as possible,” Kent County Board of Commissioners Chair Mandy Bolter said in supplied material. “As we do on so many issues, we worked closely with several businesses, organizations and non-profits to develop a comprehensive plan to ensure the funds meet the needs of our community and reflect the intent of the federal legislation.”
As part of the Federal CARES Act, Kent County was awarded a grant of $114.6 million from the U.S. Treasury on April 24 from which the county could gain reimbursement for COVID-19 mitigation expenses and economic relief for a wide range of economically impacted community groups and businesses.
According to Britt, Kent County was one of only four counties in the state, in addition to the City of Detroit, to receive CARES Act grants. But to take advantage of the grant, to be able to seek reimbursement, the county had to review needs, plan for how those needs would be met, and formally allocate funds to meet those needs.
That is where the COVID Relief Subcommittee — basically the already formed county commission Executive Committee, with some others added for specific needs such as state legislative liaison — came into play.
“Their charge was to analyze all available funds coming into the county, and how they are being applied,” Britt said. “The needs of the community. The process and strategies to allocate and disperse CARES funds under the guidelines established by the Federal Government. … We don’t want to duplicate efforts, but we want to make sure we can push those dollars to as many places as we can.”
The county, in addition to the CARES Act grant of $114.6 million, is also looking at other funding reimbursements sources for COVID-19 expenses and recovery efforts, including possibly from the Federal Emergency Management Agency (FEMA).
The COVID Relief Subcommittee met twice a week during the past two months and, according to supplied material, “received testimony from representatives of underserved communities who are being disproportionally impacted by the pandemic, as well as representatives of local chambers of commerce” and other groups and individuals.
County expenses and community support
A set of funding recommendations — and executive report — was then developed for the full Board of Commissioners’ review and approval. Among the funding approvals was $35 million in direct county expenses —including community education, emergency operations, homeless population response, surveillance and contact tracing, testing, public safety and correctional facility.
As of a May 3 estimate of Kent County expenses, the latest report available, the county has spent or committed to spend about $6.3 million of the $35 million allocated. The major expense areas are $1.86 million in payroll — including $1.3 million in county Health Department payroll — as well as a separate expenditure of $1.5 million for “Essential Worker Compensation”.
“There are these essential workers who have no alternative but to be here (and can’t work from home) — they have to be here,” Britt said. “Our health department, our nurses who are engaged with setting up the homeless shelters. Our sheriff’s correction officers. Our road patrol officers. Those are essential workers. … What’s happening there is we are providing them eight hours of vacation for every week worked during the COVID, because they are on the front lines and to offer incentive for them to be here.”
The essential workers “have been very supportive of doing what is necessary to keep our community safe. … We have to have the right people on staff to ward off this terrible pandemic.”
The other major county expenditure included in the May 3 report are $1.1 million in medical and safety supplies.
Other CARES reimbursable expenses approved by the board this week included $25 million in business assistance, $15 million in assistance to local governments, $12.2 million for care of venerable populations, $3 million in “return to work” personal protective equipment (PPE) for county businesses, and $3 million to aid the county’s existing and newly homeless.
Administrator Britt and county administration will now develop a “process to distribute the funds” in partnership with the Grand Rapids Chamber of Commerce, the Heart of West Michigan United Way and other groups. Additionally, “the County will contract with a firm to conduct an audit on the distribution and use of the CARES Act funding,” according to the county’s June 11 statement.
The CARES Act funds must be fully spent by Dec. 30 or will be forfeited back to the federal government.

The Kent County Health Department’s efforts to make COVID-19 testing more widely available to specific segments of the public has expanded by the opening of community testing sites, including ones at the Wyoming’s The Potter’s House school, and in Kentwood at the Kent County Health Department South Clinic.
According to a June 3 statement, testing is available to individuals over the age of six months who live in a community impacted by COVID-19, have a known exposure to a person with confirmed COVID-19 or symptoms of COVID-19, or work in a job that puts them at high risk for exposure (jail, homeless shelters, nursing homes or assisted living facilities, food processing facilities, or any business that limits the ability to practice social distancing, or has repeated close contact with the public).
“Expanding COVID-19 testing in Kent County is important,” Christopher Bendekgey, the department’s community clinical services director, said in supplied material. “We wanted to establish sites in the geographic areas where we are seeing the highest incidents of positive cases and where individuals have less access to transportation.”
The Potter’s House “walk-through” testing site is located at 810 Van Raalte Dr. SW, and available Tuesdays and Thursdays, 9 a.m. to noon., until Aug. 1. The Kentwood “drive through” site is located at Kent County Health Department South Clinic, 4700 Kalamazoo Ave. SE, Mondays and Wednesdays, 9 a.m. noon, until Sept. 1.
Other sites in the county which offer the tests include the drive-through Kent County Health Department Main Clinic, 700 Fuller Ave. NE, Mondays and Wednesdays, 9 a.m. to noon, until Sept. 1; and the walk-through Baxter Community Health Center, 958 Baxter SE, Tuesdays and Thursdays, 1 p.m. to 4 p.m., until Sept. 1.
Registration for the testing is “strongly encouraged” and can be done by visiting accesskent.com/health or by calling 616-632-7200.
No insurance or identification is needed to receive the free test. However, people who have health insurance are asked to bring their insurance cards.
Individuals must wear a mask when arriving at a testing location. The test is administered by inserting a small swab into the nose and gently collecting nasal secretions from the back of the nose and throat. “It can cause mild discomfort but is a quick procedure,” according to the county statement.
Results should be available within three to five business days. If positive, individuals will receive further information from KCHD.
Part of the goal of the increased testing availability is “so we can get more accurate idea of the spread of COVID-19 in our community,” Bendekgey said. “It will not only protect individuals and their families but is an essential part of our overall strategy towards recovery.”
Godfrey-Lee Public Schools, in the wake of the death of George Floyd and resulting protests in Grand Rapids and across the county, on Monday issued a statement through the district superintendent’s office condemning both racism in any form but also anti-racism protest violence in any form.
The statement not only commented on the death of Floyd, an African-American, while in custody of Minneapolis, Minn., policemen, but also on the district’s own ongoing efforts to combat racism. (A Spanish language version of the statement is available at the end of this article.)
“Our hearts go out to the family of Mr. George Floyd as they mourn his tragic death,” the June 1 statement from the Godfrey-Lee Public School’s Superintendent Kevin Polston reads. “Many in our country are hurting as Mr. Floyd’s death is yet another reminder of the impact systemic racism has on people of color in America.
“It is the responsibility of those with privilege and power to create change to utilize their influence for the betterment of our society. We cannot continue on the slow trajectory we are on and expect to achieve equality. Change must happen now and we call on protesters to continue to demand change, but to do so in a peaceful manner.”
The district statement points out that earlier this year, the Godfrey-Lee Public Schools Board of Education approved an equity policy to guide our work in creating an equitable education system for each member of our school family. (The policy is available here.)
A key action from the policy pointed out in the statement is as follows:
“Interrupt and dismantle harmful or inequitable practices and policies, eliminate implicit and explicit biases, and create truly inclusive, culturally responsive, antiracist school environments for adults and children.”
Superintendent Polston then closes the statement this way:
“This is our promise to the community,” Polston said.” You have my full commitment to use the access, voice, privilege, and authority I have to create change. … To use an analogy, there is enough food at the table for everyone to eat, but that means some will have to eat less so that all can be nourished. … The future of our children is at stake, we cannot stand by and watch.”
Both Michigan and Kent County report COVID-19 numbers routinely, but a big question these days is what specifically does those numbers mean — people who are sick, people who had the virus and did not get sick, people who never contracted the virus for whatever reason?
Kent County, for example, reported 3,385 cases as of May 23 (with 68 deaths), while statewide numbers had 54,881 “confirmed cases” as of May 25.
The Michigan Department of Health and Human Services (MDHHS) announced last week that it had changed the way it reports data on COVID-19 testing to make those numbers a little clearer.
“The change makes the data more accurate and relevant as the state continues to expand diagnostic testing to help slow and contain the spread of COVID-19,” the Man 23 MDHHS statement read. “The update to the website separates out the results of two different types of tests – serology and diagnostic. Michigan – along with some other states – has not separated data for diagnostic and serology tests.”
Data on serology testing – also known as antibody testing – is separated from the other testing numbers. Currently, serology testing can be used to help determine whether someone has ever had COVID-19, while traditional viral diagnostic tests determine if someone has active disease.
“Accuracy and transparency are paramount as we continue to respond to this pandemic,” Dr. Joneigh Khaldun, chief medical executive and chief deputy for health, said in supplied material. “We continue to expand and improve data reporting to make sure the public understands where their community stands with the COVID-19 outbreak.”
Digging into the numbers
MDHHS emphasizes that the change in reporting does not affect the number of lab-confirmed COVID-19 cases in Michigan. It does lower the percentage of positive tests over the last nine days — when serology testing became more common. Michigan’s overall percentage of positive tests since the beginning of the outbreak remains virtually the same — changing from 14.2 percent positive tests to 14.3 percent.
Michigan’s COVID-19 website now shows results for 512,891 total tests reported to the state – with 450,918 diagnostic test results and 61,973 serology results.
Diagnostic tests are most helpful in tracking the spread of COVID-19 since they can show the number of people who currently have the COVID-19 virus. Serology tests are still being studied regarding their utility. They are currently most helpful in understanding how much a community may have been exposed to the disease.
“However, it is unknown if the presence of an antibody truly means someone is immune to COVID-19, and if so, for how long,” the statement continues. “Results of antibody tests should not change decisions on whether an individual should return to work, or if they should quarantine based on exposure to someone with the disease.”
Approximately 12 percent of Michigan’s tests overall have been serology tests; about 60 percent of those have been from the past nine days.
It took exactly one day for opposition to come rolling in after Michigan Secretary of State Jocelyn Benson announced May 19 that all registered voters in Michigan will receive an application to vote by absentee ballot in the August and November elections.
“By mailing applications, we have ensured that no Michigander has to choose between their health and their right to vote,” Benson said in a statement from her office. “Voting by mail is easy, convenient, safe, and secure, and every voter in Michigan has the right to do it.”
According to the Secretary’s office, of the 7.7 million registered voters in the state, about 1.3 million are on the permanent absent voter list, and their local election clerk mails them applications ahead of every election.
“Additionally, some jurisdictions are mailing applications to all local registered voters,” according to the Secretary’s statement. “The Michigan Department of State’s Bureau of Elections has ensured all remaining registered voters receive an application.”
But ranging from two Wednesday, May 20, Tweets from President Donald J. Trump, to a statement to WKTV from Kent County Clerk/Register Lisa Posthumus Lyons — both Republicans — not everyone agrees with the Democrat Secretary of State’s action.
“My office was not consulted nor had any knowledge that the Secretary of State would be violating the law by sending unsolicited ballot applications,” Lyons said to WKTV. “We support conducting elections according to the constitution and Michigan law, and this practice is unconstitutional.”
A Twitter back and forth
On his official @realDonaldTrump Twitter account, the President today said: “Michigan sends absentee ballots to 7.7 million people ahead of Primaries and the General Election. This was done illegally and without authorization by a rogue Secretary of State. I will ask to hold up funding to Michigan if they want to go down this Voter Fraud path!”
Secretary Benson, responding to the President’s May 20 Tweet, Tweeted herself: “Hi! I also have a name, it’s Jocelyn Benson. And we sent applications, not ballots. Just like my GOP colleagues in Iowa, Georgia, Nebraska and West Virginia.”
After Secretary Benson responded, the President’s original Tweet was deleted and another posted which corrected the original by saying “Michigan sends absentee ballot applications to 7.7 million people …”.
Secretary Benson also defended her action in her original, May 19, statement.
“We appreciate that some clerks are proactively protecting public health by mailing applications to all their registered voters, and we are fulfilling our responsibility to provide all voters equal access,” Benson said in the statement. “We know from the elections that took place this month that during the pandemic Michiganders want to safely vote.”
Mostly absentee May voting set records
According to the Secretary’s statement, record-breaking turnout was recorded in the approximately 50 elections held across 33 counties on May 5, with nearly 25 percent of eligible voters casting ballots and 99 percent of them doing so by mail or in a drop box.
In contrast, from 2010 to 2019, average turnout in local elections in May was 12 percent.
The absentee ballot application mailing from the Bureau of Elections includes a cover letter with instructions from Secretary Benson, according to the statement. Once a voter signs their application, they can mail it or email a photo of it to their local clerk, whose contact information is included on the application. The application is also available for download at Michigan.gov/Vote. At the same website, voters can also register and join the permanent absent voter list so they always have the option to vote by mail.
“The vast majority of voters across the political spectrum want the option to vote by mail,” Benson said in the statement. “Mailing applications to all registered voters is one of the ways that we are ensuring Michigan’s elections will continue to be safe, accurate and secure.”
May ballot was a unique voting process
After an executive order by Michigan Gov. Gretchen Whitmer, the May 5 voting was conducted using a hybrid system of encouraging absentee voting, either by mail or by dropping of absentee ballots, and having only a few vote-in-person sites. The Wyoming and Kentwood city clerk’s offices were the only locations to vote in person in the cities on May 5.
While Kent County election officials, and the city clerks of both Wyoming and Kentwood, abided by the state mandate in May, Kent County Clerk Lyons said her office will conduct the August and November elections by current laws — unless there is another executive order by the Governor.
“Until the legislature changes the law or the Governor issues an executive order, we are preparing to run the August and November elections as a normal — with in-person and absentee voting options available,” Lyons said to WKTV. “We will also continue to work with our local clerks to protect the health and safety of election workers and voters while preserving the security and integrity of the election.”
